The Boletim do Governo of 31st ultimao publishes the Regulation for Asiatic Passengers and their transport by the port of Macao. It is composed of three sections, covering twenty-six articles, followed by some instructions to be observed on board passengers' ships, a dietary schedule and a table of rations to be caloulated according to the duration of the voyage. The whole thing is a mutatis mutawlis of the Chinese Passengers' Aot, and looks very proper indeed on paper. As to its workings, by the old folks, callous in the olā modus i operandi, I will keep a sharp look-out, and shall not allow the public to be deceived by regulations that do zot rule, as was the case with former ones framed for the coolie-trade.
The following is a resumé of the new regulations, viz:-- Art. 1.-Permits the subareation of all Asiatics in the full enjoyment of his liberty, and not subjected to any
contracts.
Art. 2.-Brokera are not recognized.
Art. 3.-Asiatic passengers to be considered as any other passengers.
Art. 4.-Passengers to be provided with passports, which shall not be givsu to criminals, whose rendition is claimed by treaty, and to youths without the sanction ; of their parents or tators.
Art. 5. All barracoons are prohibited.
Art. 6.-Iron grates, prisons, and other restrictions an board ships carrying Asiatic passengers are strictly prohibited.
Art. 7-All ships carrying over 80 passengers for a voyage of more than seven days' duration are considered, for all parposes of this ordinance, as a passenger ship, All ships, which, on voyage of more than seven days, transport less than 30 passengers will only be required to observe that part of this regulation which guaranteos the liberty of the passengers. In all cases passporta must be provided,
Art. 8-Ships to be provided with special license from the Harbour Master.
Art. 9.-Provides for the fittings, accommodation, ventilation, and soparate place in case of female passengers.
Art. 10.--Health officers to inspect the ships and to ses that all sanitary requisitions are complied with.
Art. 11-Captains of ships to sign a hot for the true delivery of all passengers at the port of their desti- nation, and for the duo observance of all orders and instructions emanating either from the Harbour Master or from the Eealth officer.
Art. 12-Ships to carry interpreters to be approved
of by the Procurador.
Art. 13-Shipa carrying over 50 passengers to be provided with a doctor and medicines; if over 200 passengers, two doctors.
Art. 14. No ships are permitted to leave with pas- Bengers against the monsoon.
Art. 16-Cousignees or Captains of ships carrying passengers to sign a bond with suroties for $4,000, for the due fulfilment of this ordinance.
Art. 16.-Passengers commilting any offence, while in the port of Macao, to be lauded and tried by the com potent tribunals.
Art. 17.--No ships to keep passengers on board more than three days without leaving for ses.
Art. 38-Police guards to be stationed on board ships during the three days previous to sailing. The guards to be changed daily.
Art. 19. Before departure of ships carrying passen- gers, the Harbour Master, accompanied by a gentleman to be appointed by the Governor, with one or more interpratera, shall visit the ship, and question the passengere, and in case any of them refuse to proceed on the voyage, the same shall be lauded, and the passage taoney forfeited. Ship's papers to be examined and the exact number of passengers noted down. Ships to be searched that no passenger is concealed,
Art. 20,-Ships not complying with any of the oleases of this Ordinance to be detained and the Captain fined. Art. 21-The examining functioueries to sign the clearance in duplicate, ous copy to be delivered to the Captain and the other to be kept at the Colonial Secretary's office.
Art. 2.-After the visit, as proscribed in art. 19, no more passengers shall be received on board.
Art. 28. The Macao Government shall forward a list of passengers to the Consul at the place for which they are destined, who shall confront it with the Captain's list on his arrival.
Art. 91-Refers to sanitary measures, medicines, water, &c.
Art. 95.-All contraventions against the prescriptions
of the present regulation to be dealt with according to the existing laws.
Art. 20. This regulation shall not invalidate any contract the Government may enter into with any labourerse destined for Portuguese possessions.
